11 Bureaucracy
The bureaucracy carries out the functions of government.

- d.Provides independent advice about the implications of proposed laws to the elected representatives.
- e.Conducts a census of the total population every four years, with results published within three months.
The critical factor affecting how effective the bureaucracy can be is in how it is structured and held responsible for its operations and decisions. A lot of this depends upon who from those elected is nominated to be responsible for what the bureaucracy does. It is better to spread the responsibility around, instead of in just one person like a president, as that is less likely to lead to autocracy.
As most bureaucracy is about doing the legwork of government, they do not need hand-holding beyond ensuring that audits of their processes are working as required. The elected representative looking after a department will be mainly reporting to the legislature about how effective their department is in implementing government policy.
